PhilHealth vs private health insurance
PhilHealth is the national base: almost everyone should have it, and it pays part of a hospital bill. Private health insurance is what covers more of the rest. They are not rivals. The useful question is how much of a serious bill would still be yours after PhilHealth has paid.
Side by side
What it is
PhilHealth
The government’s social health insurance program.
Private health insurance
A policy you buy from an insurer for benefits the base does not give you.
Who it covers
PhilHealth
Members, including employees whose contributions come through payroll, and their qualified dependents.
Private health insurance
Whoever holds the policy and the people it names.
How it pays
PhilHealth
A set amount for each type of case, applied to your bill.
Private health insurance
Benefits up to the plan’s limits. Some plans pay as billed, some pay a lump sum.
Rooms and hospital choice
PhilHealth
Applies at accredited hospitals.
Private health insurance
Depends on the plan, and can allow a private room and a wider choice.
Care outside the Philippines
PhilHealth
Generally applies to care in accredited Philippine facilities.
Private health insurance
Depends on the plan, and some cover treatment abroad.
Income while you are ill
PhilHealth
It does not replace lost income.
Private health insurance
Some plans, such as critical illness cover, pay a lump sum on diagnosis.
Where each one falls short
PhilHealth
- The amount for each case is fixed, so a long or complex stay leaves a balance for you.
- It does not pay for lost income.
- It gives you little say over room type and hospital.
Private health insurance
- You pay a premium and read the exclusions and waiting periods.
- It does not replace PhilHealth. It sits on top.
- Which plan fits depends on your age, health and budget.
How to decide
- 01
Make sure your PhilHealth membership is active. It is the base for everyone.
- 02
Ask what your last hospital bill or a relative’s would have left for you to pay, and use that as the gap.
- 03
Add private cover sized to that gap, not to a headline number.
Common questions
Is PhilHealth enough?
For ordinary cases it helps, but it pays a set amount, so a serious or long illness can leave a large balance. Whether that matters to you depends on your savings and your family. An advisor can look at your own gap.
Does private insurance replace PhilHealth?
No. Private insurance is an extra layer. Keep your PhilHealth membership active.
Does PhilHealth pay if I am treated abroad?
In general it applies to accredited Philippine facilities. If you travel or live abroad, ask an advisor about plans that cover treatment overseas.
